Mitigation
Mitigation is the ongoing effort to reduce the impact that disasters have on people’s lives and property through damage prevention and flood insurance. The impact on people and communities is decreased through measures such as building safely within the floodplain, removing homes from the floodplain and creating and enforcing effective building codes to protect property from floods and other natural hazards.
Recovery
Recovery is the process of a community’s citizens and businesses returning to their pre-disaster condition. It is primarily the responsibility of those affected to coordinate and manage this process. Volunteer organizations, state agencies and federal agencies provide resources that help the community recover more quickly and more completely. Recovery may be a rapid process in those areas with relatively minor damage, but it may take years or never be completed when damages are severe.
Floodplain Management
Floodplain management is the operation of community programs for preventative and corrective measures. These measures take a variety of forms and generally include zoning, subdivision or building requirements, and special-purpose floodplain ordinances.
